A 60 foot silver maple that gets topped puts out maybe 8 feet of growth in two years, and that weak wood is exactly what comes down on your truck in an ice storm. The neighbor's tree did not "come back", it just grew fast junk because the tree panicked, and now that thing is a hazard you will get called back to remove for free. Look at any ISA study on decay after topping, the stubs rot from the inside out and you lose the whole limb in 10 to 15 years no matter how bushy it looks. Like, was that 2012 Ektar fresh when frozen, or already sitting on a store shelf for two years? The clock starts at manufacture, not when you buy it. A roll from a cold-stored brick shot in 2015 might act totally different than one from the same brick shot now. The batch history gets lost.
