Actually, gray hair can be stubborn but it's usually more about texture than some new resistance. Those strands are often coarser and more wiry, so the cuticle is tighter and won't let color in easily. A good pre-treatment or using a filler color before the target shade can make a world of difference. It's a fixable problem, not a sign that the rules have changed.

Everything's getting more resistant these days.

Tell me about it, my own gray hairs are so stubborn I swear they're judging me. I've had luck using a 10 volume developer for a longer processing time on those resistant patches, it's less harsh but needs patience. A clear protein filler works wonders too, it plumps up the hair so the color has something to stick to. Makes a huge difference without frying everything.
