Had a weird moment in a gas station parking lot last week that made me rethink the whole 'they control the weather' thing

I was standing there watching this massive storm cloud just sit perfectly still over the local water treatment plant for 20 minutes while the sky was clear everywhere else, and then a guy in a white van pulled up and started taking notes on a clipboard - anyone else ever notice something like that near infrastructure sites?

Same exact thing happened to me by the highway overpass last month. Creepy.

That overpass by the old mill on Route 9, right? I drove through there around 2 AM a couple weeks ago and saw a guy standing perfectly still under the bridge light just staring at my truck as I passed. Did yours have that same dead stare where it felt like they were watching you way before you even noticed them, or was it doing something else entirely?
