Took me six months to finally get my landlord to fix the drafty windows - almost gave up twice

I moved into this apartment in Portland last September and noticed the windows were so drafty my heating bill hit $180 in December. I asked the landlord to fix them or at least seal them up better. He kept saying he'd send someone but nobody ever showed up. After three months of emails and calls I finally filed a complaint with the city housing authority. That got his attention FAST because now he had a deadline. It took until March for the actual work to happen and I sat through a whole winter freezing. Has anyone else had to go through official channels to get basic energy efficiency fixes done in a rental?

File the complaint right away, landlords only move when they're forced.
