Walked into a 24-hour diner kitchen at 3am and saw something that bothered me

I stopped for coffee after a late shift last week at a place called Mel's off Route 9. The line cook was scraping old burnt bits off the flat top into a bucket of water, then using the same scraper to flip eggs without rinsing it. Does anyone else's kitchen actually enforce separate tools for cleaning and cooking?
