Coworker from our Tulsa office says metro area maps should show city limits instead of sprawl, and now I'm torn

Last week a coworker from our Tulsa office glanced at the metro map on my desk and said the shaded blob covering half the state was useless since it swallowed 40 miles of empty farmland. I get his point after looking at how the OKC sprawl shape is bigger than Connecticut, but showing only city limits makes places like Jenks and Broken Arrow invisible even though 100k people live there. So which is it, do we map the legal border or the real place people actually live in?
