Hit my 12k emergency fund goal and now I'm weirdly disappointed?

So I finally crossed 12k saved up for emergencies after 2 years of scraping by. I know that's the win, right? But part of me expected to feel like I won something and instead I just feel... normal? Like now I'm staring at the number and wondering if it should be 15k or 20k instead. My sister says I'm being ungrateful for a huge milestone, but my buddy argues that goals are moving targets and that's just how budgeting works. Which side is right? Did anyone else feel weird when they hit their target number and can you tell me if that feeling ever goes away?
