The county dog license page that hasn't changed since 2008

I was looking up licensing fees for my new pup and stumbled on our county's dog license page. It still has that old beige background and Comic Sans headers, and the form prints out instead of filing online. The fees listed are from 2008, but the address and phone number are still correct, which is somehow more annoying than if they were outdated. Has anyone else found a government page that's been frozen in time like this, and do you just call them instead of using it?
