Water heater went from fine to rusty mess in 2 weeks, who's fault is it really?

Our 12 year old tank on Dekalb Ave was running great, hot water every morning, no noise. Then all of a sudden last month the pressure relief valve started dripping, and by the end of two weeks the bottom was corroded enough that it leaked all over the utility room floor. Plumber says it's just age, but I'm wondering if the city's new high chlorine treatment in the summer is what pushed it over the edge. Anyone else seen a sudden tank failure right after those big water main flushes they do around the neighborhood? Or do I just need to accept that 12 years is the max and stop blaming the water quality?
