Last Tuesday a client asked me to find an old city permit doc that mentioned a specific address, and I typed it in quotes like I always do. I got 4 results, all from the same real estate site, and I told him it must not be indexed anywhere. He pulled it up in 30 seconds by searching the address without quotes plus the word 'variance,' and it was sitting on page 2 of his local paper's archive. That killed my habit of leaning on quotes for rare stuff, because it was quietly dropping the pages that mattered. Now I run it both ways and compare, and the unquoted run wins most of the time. Anyone found a better trick for local gov docs that don't show up in normal search?
