Rant: my neighbor swore I didn't need a permit for the swamp cooler swap, and now the city is at my door
He has lived in his place near Eubank for 20 years and said everyone just swaps them out without paperwork, so I listened and put the new unit on the roof myself last month. Now code enforcement left a notice on my door and the fine is $300, and of course he is nowhere to be found. Has anyone fought one of these and actually won, or am I just paying it?

What did the notice actually cite as the violation? Some cities only care about the electrical or gas connection and not the swap itself, so the fix might be as simple as pulling a retro permit and having it inspected. Also, did you document the old unit or keep any receipts from the new one, because proving it was a replacement and not a brand new install could change how they treat the fine. Curious what the neighbor said when you went back to ask him to chip in on the $300.
