Tables vs. frames: which fall was worse for 90s sites?

I keep going back and forth on this. In 1997, everyone used table layouts with spacer GIFs because that's what worked. By 2001, CSS was taking over and those sites looked like relics overnight. But frames had their own crash, where you'd get stuck with a broken nav panel and no way out. The real change I noticed was the shift from fixed pixel widths to fluid layouts, which happened pretty fast around 2000. Was it the W3C pushing standards, or just developers getting tired of nested table hell? Which side are you on, and when did you pull the trigger?
