My cousin told me to center every page with ONE table cell in 1998, and I still see that trick in old archive sites

He showed me on his Packard Bell in his mom's basement in Toledo, said skip the frames and just nest everything in a single 800 pixel table. Now when I dig through old GeoCities pages I can spot that layout a mile away, and half of them still load better than some stuff today. Did anyone else get taught the same thing or was my cousin just making it up?
