DAE remember spending 4 hours making one "under construction" GIF blink in 1997?

I sat at my family's Packard Bell in Toledo trying to get the timing right in GIF Construction Set, and it took from dinner until midnight because the frame delay numbers made no sense to me. Did anyone else figure out the delay trick the hard way, or was it just me?
