Started with a solid ETF plan, then the market wobbled...

I held but a friend panic sold their whole portfolio after a small drop. Some say selling locks in losses while others say protecting cash is smart if you can't sleep. For a beginner, which mistake is actually worse when you get scared, selling or holding?

My friend was all worried about some news he read, but is that really enough to sell out? Folks get scared way too easy these days over every little thing. He talked about interest rates going up, but that's been happening for a while now. It feels like a panic move more than a smart plan. Unless he had a big bill to pay, I don't see the point.
