See the same thing with drywall mud. Too smooth makes people think you're hiding something.

Guy's got a weird way of putting it... but I get what he's saying. If every edge is razor sharp and every radius is textbook perfect, it can look like a printout instead of something actually machined. Had an inspector in Greensboro flag a part once because all my fillets were exactly .125 with no deviation, said it looked like I modeled it but didn't cut it. Part of that rough milled character people expect to see is small tool marks or a slight waviness that proves it's been through real chips and coolant. Not saying you should slack off on accuracy, but a little "lived in" look can actually help you pass first article.
