My neighbor saw me fighting with a stuck window and gave me a tip I still use
I was trying to free up a painted-shut window in my old Denver house last spring, and I was about ready to just break the thing. My neighbor, Frank, who's been here for 30 years, walked over and said, 'Kid, put the utility knife away. Get a putty knife and a hammer.' He showed me how to gently tap the blade into the seam all the way around to cut the paint seal without wrecking the wood. It worked perfectly on the first try. What's your go-to trick for dealing with painted-shut windows?

Use a hair dryer to soften the old paint. Run it along the seam for a minute or two, then try to work the window loose with your hands. The heat makes the paint gummy so it lets go without you having to force it and risk cracking the glass.

That trick saved my old storm windows last fall.
