What 8 months in a damp garage did to my dad's '68 Chevelle

I pulled the tarp off after 8 months in my uncle's garage near Erie and found rust bubbling along the rear window trim that wasn't there when we parked it, so I'm wondering if a cheap car cover in a garage that sweats is worse than just leaving it bare.
