Spotted a flyer (on the library board) for a neighborhood watch meeting with mandatory attendance.
Forcing everyone to go kills the volunteer spirit, if you ask me.

Absolutely! Forced meetings suck the life out of any community effort. My old neighborhood tried a required social gathering, and it just made people avoid each other more. It turns willing helpers into annoyed folks who show up just to check a box. @grantb92, that's why your question about skipping hits the nail on the head.
