I used to skip past those boring county audit pages because who cares about budget line items, right? Then two weeks ago I was at the main branch in Richmond killing time while my kid did a chess club thing, and this older guy next to me was scrolling through a 2011 audit PDF like it was a thriller. I asked him why, and he said "son, the juicy stuff is in the footnotes." Turns out he was right. Page 47 of that same file mentioned a $12,000 payment to a "consultant" who shared an address with the mayor's brother in law. I sat there for 90 minutes reading the whole thing like a detective novel. Now I have a bookmark folder of audit PDFs from six different counties, all unsearchable scans, and I read them for fun.
