My cousin said drawing with a cheap ballpoint at 2am would look terrible, so who's right about pen art looking bad?

Sounds like your cousin hasn't seen much good pen art. Ballpoint shading can look great if you know what you're doing, and 2am has nothing to do with it. Cheap pen just means you work slower, not worse.
