Talked to a dispatcher in Phoenix who said my pickup window was "a suggestion" and it cost me $150

I had a driver set for a Tuesday pickup on a car going from Phoenix to Denver, but he called Monday night saying he could not make it until Thursday because of a load he picked up in Flagstaff. I called the dispatcher to ask what happens now and she said the window I agreed to was just a guess, not a promise, and that I could either wait or pay $150 to rebook. So is this normal in the industry, or did I just pick the wrong broker to work with?
